A personal ...I couldn't agree more about these. A personal touch shows this isn't just a splatter query and the writer knows who they are sending it to and actually CHOSE them. And when you can condense your plot down to a few sentences, it really adds a feeling of authority to the writing. The person on the other end can feel the author's confidence and belief in what they are pitching.
